What is the lowest level of English?
The level of English A1 is the first level of English in the Common European Framework of Reference (CEFR), a definition of different language levels written by the Council of Europe. In everyday speech, this level would be called "beginner" and in fact, that's the official level descriptor in the CEFR, also used by EF SET.
In practice, it is possible to have a pre-A1 level of English. A student who is just beginning to learn English, or who has no prior knowledge of English, is in a pre-A1 level.
How to know if you have an A1 level in English
The best way to know if you have an A1 level in English is to take a test standardized high quality. See below for a list of the main recognized tests and their corresponding A1 scores:

What can you do with an A1 level in English?
An A1 level of English would be sufficient for very simple interactions, for example, as a tourist in an English speaking country. A level A1 would not be sufficient for other purposes academic or professional.
According to the official CEFR guidelines, someone with an A1 level in English:
Can understand and use familiar everyday expressions and very basic phrases destined to the satisfaction of needs of a concrete type.
Can introduce herself and others and can ask and answer questions about personal details, such as where you live, the people you know, and the things you own.
Can interact with other people in a simple way as long as the other person speak slowly and clearly and be willing to help.
Can talk about your favorite foods and place simple food orders to take away.
Can talk about daily activities and arrange meetings with friends and colleagues.
Can describe current weather conditions and suggest hiking activities according to the weather forecast.
Can describe the location of your home and give simple directions.
Can complete basic transactions at a hotel, including check-in and check-out.
